America’s next breakthroughs are already sitting in its universities.

The American research system is one of the greatest engines of national strength ever built. It gave the country SRI, MIT Lincoln Laboratory, Johns Hopkins APL, Caltech’s JPL, and generations of university labs whose work became the backbone of modern technology. Government funding gave researchers room to ask the hardest questions. National missions gave those questions consequence.

That partnership between America’s universities and its government is unlike any in the world, and it still works. But the path from a breakthrough to the funding built to support it has grown intricate: knowing which program fits, how a solicitation truly works, how to translate a discovery into the language an agency is ready to fund.

So extraordinary research can go unfunded, not for any lack of merit, but for lack of a guide.
